Such a great question. A webbing stretcher is essentially a block of wood with pokey things on the end of it. You can make your own with a block of wood, and put your own pokey things in it. I had never heard of a hobnail before this question! A brad nailer works great too. I found this great video of how to make your own here. You certainly do not need to go into as much detail if you don’t want. You just need something to leverage your stretch off the frame of your furniture project.

If you don’t have all the tools for stretching and stapling of the fabric. Are the hobnails(right word?) rounded headed nails a good alternative?
